Links to Safari open to "favorites " window

Since my wife and I updated iPhone 6, iPad Air, and iPad Mini 2 to iOS10 when we click on a link to the web, Safari opens to a window that presents icons of our "favorites ". For example, I receive a daily email from Cnet, I tap on an article that I want to read and Safari opens a window with my "favorites ", I then either double click and close Safari, or click on return to Mail (top left corner) and tap the article a second time and I now get to Cnet.com in Safari. I have tried searching the web but do not find that others are experiencing this problem. Can anyone suggest a solution, is there something in settings that I am missing.

The issue continues on my iPad Air and my wife's mini 2, I don't use Safari very often with my iPhone so have not followed the problem there. My initial contact with Apple Support took me to a tech who had not hear of the problem. But before we concluded our discussion my portable land line phone gave out (have now replaced it with new one) and I have not initiated another contact with Support.
However, two other Vmug members have advised me that they have had the same experience.
What appears to happen is this, for example:
In Mail I receive a C/net newsletter listing articles with a brief synopsis, I tap the item for more detail and Safari opens, but not to the article web site but rather to my icon list of Favorites. I tap left right top to return to Mail and tap the same article and now Safari opens cnet.com and the article. Should I decide to open another article from C/net, no problem. I now return to Mail and decide to brows another source, The Guardian, The Intercept, Foreign Affairs, etc and select links to the Web and generally no problem.
However, if I shut down my iPad or allow it to go to sleep then return to it later and log in the first attempt to link to the Web opens Safari to my Favorites.
My solution would be to make another browser the default, but from what I read on the net suggest it is possible but beyond my technical abilities.
I guess I could uninstall iOS 10.0.2 and reinstall but this is not something that I am comfortable with doing.
The issue is not a big deal but rather a pain in the ___

Hi, I'm back. After discussing this issue with 3 different Apple techs the problem persists. Am I the only one with this problem. The problem is getting worse in the sense that it is more frequent. Now even when I tap the Safari app it opens the favourites window. The last tech guy assured me that he was familiar with the problem but his solution was no solution. He was so sure of his skill/knowledge that he would not give me a way to contact him it the problem recurs later.
A chap at a local computer store said it was a Shaw issue, but I did not get any where in discussion with a Shaw rep.
I emailed Apple support team but have not received a reply or comment.

I mentioned before that I could not duplicate the problem, but with more detail about how this issue is occurring (clicking a link in an email from CNet -- I'll spare you my opinion of them as it is not very nice), I decided to see if I could duplicate the issue with a similar mailing that I get from Macworld (a "newsletter" with loads of links to their stories). As I suspected, I could not duplicate the problem that way either.

I would look more closely at the links you are getting from CNet in these newsletters, or test to see if you have the issue with other links from other emails *that you trust* (please do NOT click links in emails randomly!).

You're also very welcome to come to the next SIG or general meeting and give Aitan or I a demonstration of the issue in person -- perhaps that would reveal what's going on. I've tried everything I can think of to make this happen and cannot get the favourites pulldown to appear at all unless I tap into the URL bar directly, which of course is not needed when connecting via link in an email or elsewhere.

Thanks for the suggestion/offer, Chas. I will attend a Vmug meeting to demonstrate the problem and seek help with it. I am away for the Nov meeting but will plan to attend the Dec meeting.
Just to clarify, the Cnet newsletter was one example, I have several news and events newsletters that I receive daily. The problem is with all and any of them when I try to follow a link to a web site. In fact if I just tap Safari to open it, it often opens to the Favorites page, in the past it would open to the last web page site that I visited before I shut down. The frustration is that it does not always happen but it does frequently enough to be a distraction and a pain.

What happens if you tap and hold on a link in an email so that the contextual menu comes up?

Also, do you have the browser in Private mode (all-black top bar)?

My Safari is not in private mode. I tried tap and hold and on the third link that I tried Safari opened to my favourites window, "double damn". Thought we may have found a solution.
