Can't create icloud email address

After many warnings especially from Chas, and recent problems with Shaw rejecting list mailings to my Shaw address (others experiencing this too) I bit the bullet and attempted to create an icloud.com email address. After many false starts in various places, I went to the icloud mail web site, followed instructions, selected an address which was confirmed as available, and went ahead to create it. This message came up:

I have tried numerous times at different times of day, and tried with Firefox as well as Safari, because I have been having difficulty with my old version of Safari. Same result every time. Is there something obvious I need to do?

Are you using a Mac or iPad or iPhone to make this account?
My first thought is to change devices to determine if iit is a device problem. I cannot determine from your picture if the message behind is telling you the email address is already taken or if this is beyond that step and just failing to connect back with Apple.

It could simply have been a problem on Apple's end, or possibly with your ISP.

Wait a day or two and try again.
