How to kill Live Photos?

OK, on my iPhone 11 with iOS 13.4.1 I have gone into Settings > Camera > Preserve Settings > Live Photo and tried setting that toggle to either position (Green or blank) and then gone into my camera app and turned Live photos off (That icon at top right shows a diagonal line through it.) And yet the next time I go to use my camera, it takes Live photos again! Help!

On my iPhone Xr, the "live" icon is the second from the left, so you may be turning off the flash or something other than Live Photo. To make your setting "stick," turn ON the "Live Photo" button in "Preserve Settings," then turn OFF the Live Photos icon on your iPhone, and then be careful not to accidentally turn it on again while trying to take a picture (I always use the volume button as my trigger so as to avoid this very problem).

I was sure I had tried the "Preserve Settings" switch in both positions with the issue returning, but the last time I set it ON, it seems to have done the trick (at least for now, as far as I can see.)
