iPad photos not seen in Pages App

My wife and I are on holiday in Newfoundland at the moment, and last night I started to compile a 'newsletter' on my iPad, intending to send a PDF to our friends, using the Pages app. As I was writing and pasting in pictures, it soon became apparent that the 'insert photos' window (or function) in Pages was not accessing all the photos visible through the iOS Photos app. I have been taking a lot of photos and sometimes importing them from my camera into Photos on the IPad. Don't know if that matters. Many photos are missing viewed in Pages but are there in Photos.

iCloud Photo Library is switched on. The other day I discovered a setting to 'Download and keep Originals' of photos in the General Settings --ICloud; and turned this on, to no apparent effect. Could my iCloud photos be full or something?

The IPad is running 9.3.2 and claims to be up to date. There are 4,391 photos on the machine. It has 17.4 GB available space of a 128 total. It is an iPad Air a couple of years old, model MEC987C/A.
Any help greatly appreciated. Picture of icebergs await!

Unless you've paid for a lot extra space, I think you've identified the problem: iCloud Photo Library has, by default, 5GB of space -- and the number of hoots you have suggests your local library is far larger.

What I don't understand is why Pages is not reading or seeing all the photos on my IPad. Surely there must be a default way to see the photos on the local machine? I would be happy to turn off iCloud photos but feel there is a risk of loosing data. I have recently tried airdrop between my iPad and my iPhone and this works nicely to transfer batches of photos, but of course changes on one machine are not reflected in the other.

I just did an experiment. I turned off my wifi, took a picture with my iPad and then opened Pages. It could see the photo I had just taken. I have over 13,000 photos on my iPad. Are you using the + symbol at the top of the Pages page and then the all photos album?
The only other thing I can think of is perhaps your Photos & Camera settings on the iPad. Have you set it to summarize your photos?

I have just double checked. Yes, I click the plus sign and then see a choice for all photos. I'll review the settings, but it was previously set to summarize then I turned that off, thinking it might be the problem. Last night I got a message that the machine does not have enough storage to hold all my images. Don't know what's up but a day or two ago there was 14 GB available, have only logged maybe 100 photos since then. Is there an Apple Store in Bareneed, NL? Actually, We are going to St. John's today for the last several days of this holiday, perhaps there's a facsimile of such there.
And yes, the latest pics taken are showing up in Pages photo viewer. While searching for a clear answer to this issue I came across an article explaining how IPhoto for iOS had been eliminated some upgrades ago, I guess now I can stop looking for it while editing photos!
