Re-use a deceased person's iPad?

A friend just called and wanted to know how to open an iPad of a deceased person when they don't know the passcode for the iPad. They do not want the information in the iPad, they just want to re-use it. Any ideas?

They can call Apple to provide proof of the person being deceased and receive instructions on how to unlock it to reset it, or they can take it to an Apple Authorised Service Provider here in town (London Drugs, Simply Computing, Best Buy) with proof that the owner is deceased and that they inherited it, and they can reset it back to factory.
