Mail - annotate images?

I am using Mail 9.2

I could have sworn I read somewhere that you can now annotate an image in Mail (similar to what you can do in Preview) but now I can't spot where or how to do that. When I go into Mail Help and search on "annotate" it provides info on annotating in Preview.

Is my memory just failing me? (The likely case).

If you mouse over the image in Mail a small icon appears in the top right corner of the image. Click on the icon and choose Markup. The markup tools will appear.

I never would have spotted that. I was looking in menus etc. and when I looked in Mail Help for "annotate" (the term used in Preview for the same sort of function) I totally missed the small portion of the resulting screen about Markup and read the stuff about using annotate in Preview.

I wonder why they changed the terminology used in Preview (annotate) to what is used in Mail (markup)?
