Mail 9.2 in El Capitan - Why do some PDF attachments display in the e-mail and some show a s attache

Why do some PDF attachments display as an image in the e-mail and some show as an attached documents? Both documents are PDFs, however one shows as an image in the e-mail and one shows as an icon attachment that one clicks to open. ) in El Capitan Mail 9.2 (3112).

This may not be the full answer but I believe it has to do with the way the sender configured the attachment before sending it to you. When you insert a PDF in an email the PDF will be displayed in line (an image of the PDF) by default. However, you can right-click on the PDF and choose View as Icon. The image is then replaced by its icon. If the sender of a PDF attachment has done this then you will see the PDF as an icon when you receive it.

Single page PDF's render with the preview, but multiple page PDFs will always show as the PDF icon.
